Minnesota Housing Welcomes Andy Pratt as New Finance Counsel
Minnesota Housing is pleased to announce that Andy Pratt has joined the Agency as finance counsel. In this role, he will support a wide range of finance activities across the Agency.
“We welcome Mr. Pratt’s arrival at a pivotal time for Minnesota Housing,” said Irene Kao, general counsel. “His deep expertise in public finance, compliance, and real estate will enhance our capacity to deliver thoughtful, results-driven investments across the state.”
Pratt brings more than 20 years of legal and public finance experience, advising a broad mix of public, private and nonprofit clients. He spent several years at the law firm Eckberg Lammers in Stillwater, where he established and led a public finance practice focused on general government and nonprofit financing. He later joined RBC Capital Markets in Minneapolis, where he handled compliance matters related to municipal bond transactions. Most recently, Pratt practiced at Messerli Kramer in Minneapolis, specializing in commercial real estate.
As finance counsel, Pratt will provide legal and strategic guidance across Minnesota Housing’s finance operations. In the coming weeks, he will begin participating in internal and external meetings to engage with staff, partners and stakeholders.

Pratt resides in suburban St. Paul with his wife and two children.
